Question:
In order to solve traffic problems, governments should tax private car owners heavily and use the money to improve public transportation.What are the advantages and disadvantages of such a solution?
通常我们会这么思考：
先把advantages部分的idea全部列出来，然后再列出所有disadvantages的idea。
Advantages
1. decrease cars using
2. reduce air pollution
3. use more public transportation
4. less greenhouse gas
5. lead to a drop in the number of accidents
Disadvantages:
1. family pay more than before
2. lead to the spreading of infections
3. automobile companies would reduce their employment number
4. unfair to poor people
上面的想法我敢保证，99.99%的同学都能想得出来。
但假如你在写作时，在主体段中，把advantages和disadvantages全数列入，
那这篇文章一定不会得高分。老师会觉得：嗯，能想出这么多idea不容易。

It is therefore not a fair tax.
